New Docks at Governors Island Bridge?

I was looping Governors Island on Friday and I saw some new docks along the beach on the south side of the bridge on the mainland side - looked like a lot of dock space, but lake conditions were brutal (windy, cold, rainy)and I did not stop to check them out. Anyone know whats up with those docks? Are they public, private?

They go with the large vacant lot across the street. It is currently being marketed as 3 house lots with a dock for each one. The asking price is about $500,000 per house lot.
