Off highway fuel tax refunds

Like most boaters I sent my gas receipts to the state expecting a $200+ tax refund for the 2005 season. I just got a check for $22.86. Thinking this had to be a mistake I called the transportation dept and was told the rebates had to be filed quarterly which disqualified most of my gas slips. I guess this rule has been on the books for some time but only recently enforced. I called my marina who claimed ignorance of the change and will no longer do a gas rebate program. Any info or opinions would be appreciated. Tom

You will have to submit your gas receipts on a quarterly basis. Also, marinas can no longer submit gas rebates for you.

I went to fill up last summer, and Allison at the gas dock asked me if I knew about the change in the rebate program, and explained it to me as O was not aware. She even gave me a copy of the the form! Sorry you didn't get the same kind of assistance from your marina.

I don't know that the rule has been "on the books for some time", but the new rebate forms spell it out pretty clearly.

The tax rebate form for gas purchased in the April-May-June timeframe, for instance, has to be in by the last day of September.

I think that the Bizer website may have the new forms; if not, I do. Just let me know if you need one! :D

I downloaded the rebate form which is different from the one the marina gave me with all my gas receipts. They still claim they were unaware of the change which is pretty amazing considering how much gas they sell. Oh well, live and learn. I sent an Email to the state about this but I dont expect anything will change Tom

problem is, you still need a $10 minimum even for the quarter. So you need to use at least 56 gallons of gas. Seem wasteful if people buy un-needed gas at the end of the quarter just to make the $10 minimum.

1111 gallons, actually. with a typical boat mpg value at cruise of at 1-3 mpg thats a 1000 - 3000 miles of boating... wow.

Yes that is a lot of gas but my boat is pretty big, a 37' cruiser approx 16000 lbs. I used all that gas in spite of being anchored 90% of the time. It's expensive but it's worth it. I also agree that the marina was totally asleep at the switch but I do need the slip and services etc.

There is no good reason that the marina's need to charge boaters the tax as they are using the gas on the water. EXCEPT, EXCEPT, that the state is banking on the fact that most people will not bother to get the rebate and it is more money for the coffers. We use lots of gas and haven't bothered for years.

Ya hit the nail right on the old head there. I lost all last years recipts for gas because I never heard of the rule change. (Shame on me)

Staffer: Hey, boss, the change we made in the rebate procedure last year resulted in a savings to the state of enough dollars to pay for the extra clerks it takes to process fewer forms. How 'bout if we improve the system again, perhaps requiring monthly submissions?

Boss: Great idea! Anything to get back from boaters what they were beginning to feel was their due. Get to work on it. But the last change was so effective you shouldn't need so many extra clerks this time around. :laugh:

I was very lax and did not submit my 2004 receipts until late Jan. 2006. I was hoping that since the revised law went into effect in mid-2005 that my 2004 receipts would still be honored. Two months later I was beginning to think that the answer was NO because I hadn't heard anything. Then yesterday the check arrived. But that will probably be the last time for me because I don't use enough gas in a quarter to make the cutoff.
