Does anybody know a way to install a circulator from shore independent of a dock?

Is there a method to roll or slide a circulator 15' out from a beach and be able to adjust the height and angle?

We have a couple of reasons for this including the dock platforms and the electrical cable.

We could use the dock, but we would rather have the circulator be independent.
