I heard that there was an alert warning boaters to get off the lake about the storm on Thursday-- wind, rain and hail. But I don't know where to receive such a message. Where was it broadcast?

I was wondering the same thing about the same storm, not about boating but about email notifications of weather alerts. I found this: https://www.weather.gov/enterprise/sw-alerts-email-1a

The watershed is already saturated, so in addition to rainfall, we get inches of runoff. Be prepared for e. coli warnings and contamination anyplace there's a pretty, fertilized, lawn.
