It looks like there are four single family home construction sites that all started as tear-downs going on now on Governor's Island. Three are almost right next to each other. That seems like a lot at one time. The old ranch houses from 40 & 50 years ago come down and in their place goes a biggy biggy house. Not that this has a whole lot to do w/ dug-in boat houses but........ If that dug-in boat house in the photo has three bays then how big might the regular car garage be up top? Maybe they ran out of money and had to economize with a canvas porta-garage from Wal-Mart, or something?
