I'm sorry for asking a question which I'm sure has been aske before but how is "Ice Out" determined? I know what it is (Mount's Route) but who/what declares it out and how?

Emerson Aviation flys over the route and makes the call.

It's actually very cool that it's a non scientific decision by a man in a small plane. It will be less fun if / when it gets determined by a google satellite or electronic ice detection software controlled by government. I hope it stays this way!
