RG - Mrs. DRH has identified your bird as a peregrine falcon. We've never seen one "in person" ourselves, so you are very lucky to have spotted it out on the island. The bird in your photo matches almost exactly the drawing in "Peterson Field Guides - Eastern Birds".

A Merlin would be similarly-colored falcon, but they are no bigger than a blue jay.
