Default SB 155fn Proposed to Prohibit Rafting

Not sure of the status of this, but the proposal wants to prohibit any rafting. This seems to be unconstitutional. Don't we have the right to free assembly?

from http://www.firstamendmentcenter.org/.../overview.aspx
"Government officials may not impose restrictions on protests or parades or other lawful assemblies in order to censor a particular viewpoint or because they dislike the content of the message. However, they may impose some limitations on assembly rights by enacting reasonable "time, place and manner" restrictions designed to further legitimate regulatory objectives, such as preventing traffic congestion or prohibiting interference with nearby activities."

So such laws aren't considered unconstitutional (today). Strictly speaking you're not being prohibited from assembling, just being prohibited from "parking" your boats too close to shore or another boat. You can get out and swim, or wade, as close to one another as you desire.

This bill certainly does point to an agenda. Submitted by one of the outspoken proponents of the speed limit, Carl Johnson. Is this a safety issue too?

Maybe he just wants the lake to himself.
