Default Small boat registration question

I have had many different answers given to my question, and have received conflicting answers, even by those responsible for selling registrations. Do small sailboats and sailboards need to have registration numbers on them? Specifically, in this case a Sunfish sailboat, at 13" 9". I have numbers on it from a previous registration. However this year, in the process of renewing my sticker, I was told I didn't need to get a sticker for this size non-motorized boat.

I know that with all the knowledgeable people on this forum, I will probably get a more definitive answer. Thanks.

A sailboat over 12 feet in length up to 20 feet in length requires registration and display of the decals, but it is not necessary to display the bow number.
