I'm no expert but I think you go to the MP building in Belmont for that, and not to the hdqtrs in Glendale. Best to do it fast before the legislature doubles the fee.

I had the same problem a few weeks ago...wallet got stolen. Go to www.nhboatingeducation.com. Go to the right hand margin under Boating Education and click on Documents and Forms then click on Replacement Card Payment Form. You need to fill out the form and mail it along with a check for $10. My new license came in the mail about a week half after mailing the form. Hope this helps
