No renter in ANY state pays for of thier city services. The three families nor the elderly person are paying for city services directly. You own the property, they are tenants. You are the one responsible to pay the taxes on the property. An argument could be made because they are paying for city services via thier rent, a portion of which goes to pay the property taxes on thier repective buildings. The property owner pays for city services via property taxes. This true regardless of what state you live in.

You are right that the city services used by the 3 families far outweigh those used by the elderly tenant. However, the point you are trying to make, that it is somehow unfair to the elderly tenant because he doesn't use city services really doesn't apply. At some point, the elderly tenant was young and more than likely raised a family etc and used city services. Who paid for him to go to school? or his kids? The community as a whole did... the property owners, both old and young alike, just like we are doing for those three families now.
