I think you are mixing two concepts. That information yu posted is about the Federal Do Not Call registry.

NH has seperate law(s) because of robo-calling in the past that requires identification of the caller. The fine for a violation is steep and can be levied for each call.

My suggestion is for this to be reported to the NH Attorney General as you can bet they will investigate it.
