Woodsy you are missing the point. The city services that the 3 families use are far more than that of the elderly. Yet the 3 families are making out 'like a bandit' because they don't pay their porportion of the services that the city pays for residences. I'm not writing about access values and market values. I'm writing about everyone should pay thier share of services. Such as roads, schools, library, parks etc.
