You're in the right part of the lake (Weirs area), but it's not under the Weirs Bridge. I can tell you that it is not a bridge at all, and is not as close to the water as a bridge would be. Now that I think about it, another hint I can give you is this: 51 weeks a year, you could see this on the right
or the left (granted - only if you were looking for it), but 1 week per year, you can
only see it on the right.
PS - You asked for a rough date of when it occurred - I'd say around 1990
