tis - Many law enforcement agencies have switched from analog to digital (P25) communications. Older scanners are analog and when they pick up a digital transmission it sounds like a loud "buzz". A digital scanner is needed to properly receive and decode the P25 transmissions.

The NH Marine Patrol uses 159.15 MHz as its primary communication frequency, and it uses digital P25 technology. They are also assigned the frequency 854.4875 MHz, which used to be an analog frequency, but I have not heard anything on that frequency in quite a while.
