he cannot
his mooring cannot be at the property line(pretty sure set back is 20 feet of the line that would run out to water) nor can his boat swing out over that.
You need to go to MP and look at where his permit says the mooring should be and then ask MP to enforce. Very easy and painless with MP. GOOD LUCK with the guy next door.
