Laws do not apply to one highway and not another, or portions and then not all.
I had a group of MA state troopers tell me at a rest area where they were on break cleaning their windshields and such, that their mission that day was to enforce the drivers who "cruise" the left lane, since it's illegal.
Personally, I really do not know if it's law in NH. As I said, I was taught in drivers' ed to not cruise the left lane; it's defined as passing lane.
I am not trying to argue, but a left lane cruiser is an accident waiting to happen, and just not good common sense. It's irrelevant if road has two or any number of lanes!
