Keep in mind that most PWC's of recent vintage are considered boats by NH rules. If the ones you buy can hold 3 or more people, it's a boat.

No matter what, in the scenario you describe, I'd be more worried about insurance and liability if something happened after allowing someone without a license to use your craft.

And to clarify an earlier statement, someone can operate without a license if they are under 16, but only if there is a licensed adult on the craft with them to supervise or take over.
