It passed as is....the Governor can sign it, veto it or allow it without his signature. However, he cannot make any changes or ammendments to it.
As was discussed earlier, the only way it could be defeated is if the Governor chose to veto it and there is not enough votes to override, or if the Governor failed to act on it
after the House was out of session it would fail in what is known as a "pocket veto".
However, news sources covering the story today say the Governor intends to sign the bill when it reaches his desk.
