JOAN CLAYBROOK..? She was a past administrator of NHTSA some 30 years ago. She was a big advocate of the 55 mph National Speed Limit as well as "Botts Dots"..those little reflectors that were required to be embedded in the highway, along with the painted white lines, so you wouldn't run off the road at night.
One of her other proposals was "Roll Bars" for motorcycles. (Essentially a Full Roll Cage). I think seat belts were also required as part of that scheme. Fortunately, that one didn't get implemented.
