If you forget your leftovers and have left the property (not just the building), I wouldn't blame them for tossing it out. But if you forgot it for 45 seconds while you were walking out with your party, I don't think it's a stretch for the wait staff to try and grab you in the parking lot, at least not if they want to ensure they're leaving you with a good impression and a desire to return.
I completely agree. They should want to make a good impression. However, not all staff are "wired" to do that.
